Office
of Pollution Prevention and Toxics - Under TSCA, EPA has broad
authority to issue regulations designed to gather health/safety and
exposure information on, require testing of, and control exposure to
imported chemical substances and mixtures. Drugs, cosmetics, foods, food
additives, pesticides, and nuclear materials are exempt from TSCA and
are subject to control under other U.S. Government statutes.
TSCA
- Toxic Substance Controls Act - The Toxic Substances Control Act (TSCA),
originally passed in 1976 and subsequently amended, applies to the
manufacturers, processors, importers, exporters, distributors, users,
and disposers of chemical substances or mixtures.
Import
Certification under TSCA - Because the definition of
"manufacture" under TSCA includes importation, importers of
chemical substances must comply with all TSCA requirements applicable to
manufacturers. In addition, importers must comply with an import
certification requirement established by the United states Customs
Service under the authority of TSCA section 13.
Export
Notification under TSCA - A business that intends to export a
chemical substance or mixture for which rules or orders have been issued
under certain sections of TSCA must notify EPA within seven days of
exporting or forming the intent to export the chemical, whichever is
earlier, for the first time to a particular country in a calendar year.
Office
of Pesticide Programs - The mission of the Office of Pesticide
Programs (OPP) is to safeguard public health and the environment from
unreasonable pesticide risks, while ensuring that pesticides are
regulated fairly and efficiently. By their very nature, most pesticides
create some risk of harm to humans, animals or the environment because
they are designed to kill or otherwise adversely affect living
organisms.

Customs
Electronic Bulletin Board (CEBB) - Customs established the CEBB in
1991 to provide the trade community electronic access to Customs
information. Originally available only through a dial up modem, Customs
now also provides access to the CEBB through the internet.
Informed
Compliance Publications -On December 8, 1993, Title VI of the North
American Free Trade Agreement Implementation Act , which is also known
as the Customs Modernization Act or 'Mod Act', became effective. These
provisions amended many sections of the Tariff Act of 1930 and related
laws. Two new concepts which emerge from the Mod Act are "informed
compliance" and "shared responsibility." These concepts
are premised on the idea that in order to maximize voluntary compliance
with Customs laws and regulations, the trade community needs to be
clearly and completely informed of its legal obligations.
